Explaining Manchester City's protracted legal battle compared to other clubs, Masters pointed out the unique complexities of the investigation. The Premier League opted for a different route with Chelsea because of the cooperative nature of their new ownership.
Masters noted: "In the situation with Chelsea, obviously it's historic. It's very different to PSR cases. In the case of Chelsea, the new owners came forward with all the information, and we decided to enter a sanction agreement." He added that lacking complete evidence and key witnesses in other complex historical investigations makes contested commissions the only viable option, even if they result in ongoing delays.
