Kaizer Chiefs thought they had taken the lead 21 minutes into this Premier Soccer League match but the referee ruled Mduduzi Shabalala's goal to have been scored from an offside position.
The Soweto giants continued to probe their hosts and had Glody Lilepo's effort cleared by the goal line.
But after a goalless first half, Arrows came back for the second stanza, dominating and Siyanda Ndlovu was denied by the upright 10 minutes after the restart.
However, all the threat Abafana Bes'thende posed to Amakhosi did not materialise into goals as Chiefs substitute Flavio Silva rose from the bench to score the deciding goal on 69 minutes.
Following the 1-0 win, Chiefs are still unbeaten in five PSL games and are yet to concede a goal as they remain second on the table behind leaders Sekhukhune United, who have 13 points, the same as Chiefs, but enjoy a superior goal difference.
