Mario Gotze has been left out of the Germany squad for next month's European Championship qualifiers but Leroy Sane and Marco Reus have been included.
Borussia Dortmund star Gotze, who famously scored the winner against Argentina in the 2014 World Cup final, again misses out despite regaining fitness and form for his club this season.
The 26-year-old has not featured for the national team since November 2017, having been forced to take a break from the game earlier that year to undergo treatment for a metabolic illness.
While Gotze is still out in the cold, Borussia Dortmund team-mate Reus and Manchester City forward Sane have been included.
Real Madrid midfielder Toni Kroos, who signed a new contract with the Spanish giants earlier this week, misses out with a muscle problem while Arsenal goalkeeper Bernd Leno replaces Marc-Andre ter Stegen, who is struggling with a knee injury.
Fellow goalkeeper Manuel Neuer is also named in the squad despite struggling with a knee injury of his own. The 33-year-old is back in training with Bayern Munich ahead of the DFB-Pokal final this weekend and will be assessed by Germany team doctors next week.
Lukas Klostermann and Jonathan Tah are included in the senior squad but will link up with the Under-21 squad after the two senior games ahead of this summer's European Under-21 Championships in Italy.
There is once again no place for Mats Hummels, Jerome Boateng and Thomas Muller, who were left out of the squad for games against Serbia and the Netherlands in March and told they would no longer be considered for international selection.
Joachim Low's side take on Belarus in Borisov on June 8 before hosting Estonia in Mainz three days later.
Germany are currently second in Group C behind Northern Ireland though they have played just one game so far, a 3-2 victory over the Netherlands in Amsterdam in March.
