The 55-year-old believes the Arsenal man initiated contact with Manuel Neuer and <a href="https://www.goal.com/en-gb/lists/bukayo-saka-never-penalty-winners-losers-harry-kane-haunt-arsenal-champions-league-bayern-munich/blt6023024dcc53b7bd" target="_self">it was the right decision not to award a penalty</a>.
