Emenalo surprised many at Chelsea when he left in November, bringing an end to a 10-year association with the club, joining Monaco three weeks later.
The Nigerian played a pivotal role in improving Chelsea's academy, developing a system that sees over 35 players on temporary moves at other clubs every season.
The Premier League side's annual army of loanees across Europe has proved controversial, but Emenalo has defended their policy in the past, citing the success of Andreas Christensen as an example of its success.
He will not be installing a similar strategy at the Ligue 1 side, though, as Vasilyev would rather see youth players be given a chance of making an impact on the first-team.
"It's true that Chelsea has a satellite club [with their loan players] but in all honesty I do not see it as a success," Vasilyev told Goal.
"Here, we want to succeed with the loans of players where Chelsea did not really integrate them to their first team. Michael Emenalo's experience will serve us a lot and I think we can do better than Chelsea. Not regarding the sport results but with the integration of young players.
"We respect what has been done at Chelsea but we are not inspired by it. On the other hand, the arrival of Michael Emenalo is a great satisfaction because it proves that Monaco has become attractive for top European leaders.
"The first time I talked to him was years ago, I started this idea and I was told 'no'. Today it has become reality and I am very proud of it. He has demonstrated all his qualities at the highest level at Chelsea but also with the academy. That's largely why I wanted him in Monaco."
Chelsea have already begun meetings with players over loan moves next season, but the uncertainty over who will be in charge of the first-team will delay the decision for most youngsters.
Blues director Marina Granovskaia is searching for a new coach to replace Antonio Conte and has taken on many of the responsibilities from Emenalo.
The west London club hope to replace Emenalo in some capacity and have shown an interest in giving the role to former player Juliano Belletti over the past few months.
