Twente chairman Joop Munsterman admits Fulham have made an offer for Bryan Ruiz, but it was not substantial enough to meet the club's demands.
Earlier, the 26-year-old forward said he would have no problem moving to the Premier League, but added that he was also content to stay at the Eredivisie club.
Fulham and Tottenham are both interested in securing his services, but it seems the west-London outfit will have to revise their plans.
"The offer we could not take seriously. It was too low," Munsterman is quoted as saying by De Telegraaf.
Ruiz scored nine goals in 24 starts for Twente last season.
