It has also been established that Rami will remain on loan with Lille until the end of the current campaign, before joining up with his new Valencia colleagues in July.
No official details of the fee have been released as yet, but speculation suggests the transfer is worth in the region of €6 million.
Rami, who is of Moroccan descent, joined Lille in 2006, and after spending a season in the youth ranks, was promoted to the first team, where he spent four years as a regular in the heart of Les Dogues' defence.
His performances caught the eye of new France coach Laurent Blanc, who handed Rami his international bow in August 2010, and has gone on to make five appearances in total in Les Bleus' new-look side.
Valencia have been tracking Rami all season, and press speculation prior to the Christmas break suggested that a deal was imminent, despite alleged attempts from Aston Villa and Liverpool to hijack the deal.
The player himself remained coy when questioned about the possibility of a move to the Primera Division side just last week, but it appears now he was simply awaiting confirmation that a deal had been struck.
New coach Unai Emery has been striving to strengthen his defensive unit for much of the season, with current first-choice pairing Ricardo Costa and David Navarro proving to be susceptible, and with little in the way of alternatives in his current squad, Emery has pounced as he looks to build for the 2011-12 season.
