City have been linked with the 24-year-old and Roberto Mancini hinted last month that he was weighing up a move for the Bosnia star.
Dzeko has a £34 million release clause in his contract and is in high demand after finishing as the Bundesliga's top scorer last season with 22 goals.
And Pjanic, 20, who plays for French giants Lyon, expects to see Dzeko at Eastlands sooner rather than later.
"Edin [Dzeko] has a very strong will to come to England, he is a top class player who should play in England," Pjanic told ESPNsoccernet.
"He is one of the best attackers. He has got a brilliant future and I think he will come to England.
"Manchester City are starting to build a very good team and he is interested in the challenge. At the end of the day it is going to happen. Edin does really want to go to Manchester City and Manchester is a great team."
Pjanic also hinted that his future may lie in the Premier League after he was linked with a move to Arsenal two years ago."I have been concentrating on my work mainly, I know there were discussions about it but I don't know anything," he added.
"Of course I would want to play in England. If I leave Lyon it will be for a bigger club. English clubs and the English championship are very attractive.
"I have a very strong desire to come here, but at the moment I feel very good in Lyon and I am going to concentrate on my job and do my best to have a better season than last season."
