Juventus general director Giuseppe Marotta claims referees and Calciopoli are preventing the club from preparing the ground for growth.
"I don't want to make excuses. Mine is a criticism towards the refereeing class in Italy," he told the press after the game.
He is furious with officials after seeing his side slump to another defeat against Palermo.
Juve feel cheated by referees after a clear penalty was denied when Cesare Bovo handled in the box.
And Marotta believes Calciopoli is clouding judgement among those with the whistle.
"I wouldn't like to think that judgements made about Juventus regarding Calciopoli in any way influence the refereeing," he added.
"The so-called psychological subjection towards Juventus has now become arrogance.
"There have been sensational episodes which have damaged us recently. I can't understand why there is this attitude towards us."
