This is according to the 27-year-old's agent, Ratshibvumo Mulovhedzi, who opened up about the player's current situation at Bucs where he is struggling for game time.
Mulovhedzi revealed that Italian coach Giovanni Solinas was keen to reunite with Chabalala at Chiefs, before he was dismissed by the Soweto giants due to a series of poor results in December 2018.
"There was interest in Justice last year from Chiefs. They were still under the guidance of Solinas at the time. He [Solinas] worked with Chalalala at Free State Stars," Mulovhedzi told Goal.
Chabalala played his best football under Solinas at Stars - helping the club reach the Nedbank Cup semi-finals during the 2015/16 season.
"However, Solinas left the club a month before the transfer window and Justice remained at Pirates where he is still happy," he continued.
Chabalala whose current deal with Pirates will expire at the end of June 2019, is yet to feature for the Buccaneers this season under Serbian coach Milutin 'Micho' Sredojevic.
"Justice is committed to Pirates and he will continue to fight for his place in the starting line-up until his contract expires at the end of the season. We are waiting for Pirates to discuss his future," he said.
"There are no offers for Justice at the moment and he is only focusing on playing for Pirates," he concluded.
Chabalala has made 15 appearances in the Premier Soccer League (PSL) for Pirates since joining them from Ea Lla Koto on a three-year deal in July 2016.
