Hosts Ghana will square off against Gambia for a ticket to the group stage of the 2017 Wafu tournament.
The development follows the final draw held in Accra on Thursday.
The Black Stars' encounter with the Scorpions is one of four Zone A clashes, with each match winner making it to the group stage of the competition.
In other games, Nigeria lock horns with Sierra Leone while Mali face Mauritania.
The last Zone A fixture will see a battle of the Guineas as Guinea Bissau come up against Guinea Conakry.
Whereas Zone A will be based in Takoradi, Cape Coast will host the likes of Senegal and Burkina Faso in Zone B.
The Teranga Lions square off against Liberia for a ticket to the group stage while the Stallions contest Niger.
Cote d'Ivoire and Togo will battle it out for a place in the last eight while Benin face the Blue Sharks of Cape Verde.
The tournament runs between September 9 and 24 this year.
