"He has had an unfortunate season, it can happen," Calenda told Radio Sportiva.
"Now he wants to prove his worth in a Manchester City jersey and achieve a call to the World Cup with Brazil."
Roma had been linked with offering Maicon a route back to Serie A after a difficult first season in England, but Calenda believes the financial constraints of Italian clubs make a deal unfeasible.
"Interest from Roma? Italian football is going through a bad time economically so it is difficult to take players with this kind of salary," he added.
