The Premier League encounter was a tightly-contested affair, with Clattenburg coming under scrutiny for a number of controversial decisions during the match.
Afterwards the Blues lodged a complaint alleging that Clattenburg had used language towards Juan Mata and John Obi Mikel which they believed to be insulting and racist.
In light of this, the Professional Game Match Officials Board believe it would be unfair to clubs and supporters for the 37-year-old to take part as it would detract from the game.
A PGMOL statement read: "PGMO believe that with any football match the focus should not be on the officials but on the players and the game itself.
"Mark Clattenburg is one of the elite referees in world football and, in these circumstances, the intense level of scrutiny would detract from the match and be unfair to the clubs and the supporters of both sides.
"PGMO is aware of the allegations and they are being treated with the utmost seriousness.
"Mark will co-operate fully and welcomes the opportunity for the facts to be established."
