The Super Lig club recently claimed they were in advanced talks with the centre-half over a potential move to the Bursa Ataturk Stadium.
But Toure's representative, Saif Rubie, insists such talk is wide of the mark and that the former Arsenal defender is fully focused on pre-season with the reigning Premier League champions.
"I am aware of interest from Turkey in Kolo, but talk of a move being close is very much wide of the mark," Rubie told Sky Sports.
Toure's future at Manchester City has been the source of much speculation, with the 31-year-old failing to establish himself in Roberto Mancini's first-team last season after being forced to spend six months on the sidelines for failing a drugs test.
And with the pairing of England international Joleon Lescott and captain Vincent Kompany providing the backbone for the Blues’ first-ever Premier League title last season, Toure has his work cut out to figure in the Italian's plans.
"Kolo's only focus at the moment is on pre-season with Manchester City and he wants to continue the good work he has done with his brother, Yaya," Rubie added.
"Naturally there is a lot of interest in a top player like Kolo, but there is nothing definite at the minute and he is only thinking about next season."
