The forward is available on a free transfer after leaving Braga, and looks set to sign a two-year deal with Steve Kean's side, who are actively seeking striking reinforcements.
Gomes, who turns 36 this week, previously turned out for the likes of Boavista, Fiorentina and Benfica, with 156 goals to his name during his club career, while also representing the Seleccao on 79 occasions.
Blackburn, who were relegated from the Premier League last season, have already secured the signings of Danny Murphy and Leon Best, as they attempt to return to the English top flight at the first time of asking.
