Chelsea have named just four 'homegrown' players after failing to fill the 25-man Premier League matchday squad quota.
The new regulations state that for the 2010-11 season, teams must register a maximum of 17 'non homegrown' and minimum of eight 'homegrown players' if the full quote is used. A reduced number can be submitted if a club does not have eight falling into that category.
The homegrown players - such as John Terry, Ashley Cole and Frank Lampard - are those trained for three years by any English or Welsh club before the age of 21.
Once the list is named, no changes can be made until the close of the transfer window. Anyone outside the 25 over the age of 21 cannot be selected and would be forced to stay on the sidelines unless they repeat Craig Bellamy's loan to a Football League side.
Clubs can, however, use an unlimited number of players under the age of 21 regardless of nationality. This law allows manager Carlo Ancelotti to call on un-named youth products Daniel Sturridge, Patrick van Aanholt, Jeffrey Bruma, Gael Kakuta, Fabio Borini and Josh McEachran.
