Arsenal have had a bid for Spain Under-21 full-back Cesar Azpilicueta rejected by Osasuna, according to a report from The News of the World.

Gunners' manager Arsene Wenger has reportedly been impressed by the 20-year-old and is rumoured to have tabled a €4 million offer for him recently.

It is believed that the Basque outfit rejected that bid, but could be prepared to negotiate if the Gunners are prepared to let the defender remain in Spain on loan until the end of the season.

Manchester City have also apparently been monitoring the right-back, with Mark Hughes rumoured to have watched Azpilicueta in person.

The Osasuna board are believed to have seriously considered the north Londoners' offer but felt that the timing of the move was wrong at this stage.

They are said to also feel that Azpilicueta's departure is inevitable though, and could well deal in the summer.
