The Egyptian is desperate for a move away from the Championship club but his boss says his future will not be discussed until he returns to training.
Southgate also confirmed he will continue to fine the striker as he told BBC Sport, "It's very simple - Mido has to get himself back and into training with us. This club will not be paying anybody who is not in training with us."
Mido spent the second half of last season on loan at Wigan and is reported to be generating much interest amongst Premier League sides.
However the Middlesbrough manager refused to allow the striker to disrupt his preparations for the new season.
"We will deal with what happens after that as and when he's ready to join in with that training, but nothing will knock us off what we want to achieve," Southgate added.
"The players that want to be here have to have the focus they have showed so far and put the other distractions to one side."
