The report claims that the two men were arrested in Cabinda, where the shooting took place last week. The attack was the work of rebels fighting for independence for the region.
Three people were killed in the shooting and several others were wounded. Togo's national team have since opted to withdraw from the African Nations Cup due to the effects of the act of terrorism.
A spokesmen for FLEC, the rebel organisation, claimed that the region is at war and that more attacks can be expected in the upcoming days.
It's not yet known how the arrest of the two suspects will affect the organisation's plans to further disrupt the African Nations Cup.
