It is claimed that the Citizens' executive chairman Garry Cook had organised a meeting to negotiate a deal between the two clubs for the Spanish international.
While the Blues were willing to offer over £40m (€43m) for the 27-year-old, which would have been a British transfer record, Los Che insisted he would be going nowhere for less than triple that amount.
The news comes as a huge blow to Manchester City, who had hoped that Valencia would be willing to do business given their reported financial difficulties at present.
It is also thought that while Villa has been City manager Mark Hughes' number one transfer target following a successful Euro 2008, the former Real Zaragoza forward is interested in the move himself.
However, following these revelations, it is claimed that Manchester City are ready to forget David Villa and focus on more realistic targets.
