The Danish international, who has won 23 caps to date, only came into the starting XI this season following a posterior cruciate ligament injury to Martin Skrtel, meaning he has played six of the 15 Premier League games this campaign.
It is thought that contract negotiations between the 23-year-old and Liverpool have stalled after he asked for his £35,000-a-week wages to be doubled.
This has alerted Milan, who are in the market for a centre-back and they could make an €9.3 million bid as early as January - the Reds do not want to let him go for free when his contract expires in 18 months' time.
Liverpool could then turn their attentions to Real Madrid defender Gabriel Heinze.
Manchester United refused to sell the Argentine international to their Premier League rivals in 2007, but the Merseysiders could snap him up for €4.6 million as he has only featured in five league games for Los Merengues this term.
