The Mexican magician arrived at White Hart Lane during the summer as one of Juande Ramos and Damien Comolli's many exciting purchases.
However, like most of Spurs' off-season investments, the 19-year-old has made little impact, featuring just six times so far in what has been a disastrous start to his Premier League career.
An ankle injury has severely hampered Dos Santos since he left Barcelona, and he is yet to play any part in Harry Redknapp's revolution.
Chivas are looking to take advantage of Dos Santos' failure to settle so far, though they are not exactly overly optimistic that he will be wearing their colours anytime soon.
"We have asked various questions about his contractual situation, but the truth is that there has been nothing formal," said Chivas vice-president Nestor de la Torre.
"We wanted to ask for him a few weeks ago and at that moment they gave us a negative answer," he added.
"We had an interest then, but we did not continue any negotiation as they said no."
