The head of the Copa Libertadores champions thinks the young forward is better off in his native country and says the club will try to improve his sponsorship deals
The Brazil international, who is being followed by Real Madrid and Barcelona, has said that he wants to remain in Sao Paulo until his contract expires in 2014.
However, the Santos supremo said that he will try to convince Neymar to stay at the club indefinitely and sees no reason for the 20-year-old to further his career in Europe.
"I have two years to realise this dream," he told Globoesporte. "I have even spoken with Michel Platini about that.
"Santos are again what they used to be during Pele's time. Neymar is a phenomenon like no other.
"We can improve his sponsorship deals, there is no need to look for more partners.
"He makes a lot of money here, he has even purchased a yacht already. What else will he want? Two cars? A plane? Planes cost a lot and they are high maintenance.
"It is better to stay in Brazil than to go to Europe to deal with violent players and snow."
Neymar has scored eight goals in 16 appearances for the Selecao.
