The Spanish Federation will receive €3 million financial compensation and a share of the profits for the match as they already had reserved the date for a meeting with Portugal in the Estadio Municipal de Balaidos.
"Yesterday [the RFEF] sent a fax formalising the match," Donato Rivas, an AUF committee member told Radio Sport 890.
"There was no contact with [RFEF president] Angel Villar," he added, but confirmed all that was left was to "finalise the details."
The two nations are also set to play each other in the Confederations Cup as teams from the same region cannot be in the same group.
Qatar are planning on using the exhibition match between the winners of the 2011 Copa America and this summer's European champions as a platform to promote the 2022 World Cup.
