The Besiktas boss is in favour of tighter limits on the number of overseas players allowed in a Super Lig club's squad
Currently a Super Lig club can sign as many overseas stars as they like, but can include just eight in a matchday squad.
Next season a team will only be allowed to have just 10 foreigners, with six available for a game, and in the 2014-15 season those numbers will be reduced again to eight and five respectively.
"It's the right decision. There should be even fewer. I always say there should be three foreigners. There should be criteria,” he told reporters.
“They say that teams playing in Europe would be in trouble. Galatasaray won the Uefa Cup with three foreigners.
“Look at the teams in the league, they're all 50-60 million Lira in debt. They're going down economically and in the table."
