Shenhua confirmed the deal on Saturday evening, with Moreno penning a two-year deal with the option for a further two seasons.
"There are opportunities that come about and you have to take them to see what happens," Moreno told TyC Sports before leaving Buenos Aires for China on Friday. "China is not a market that pleases many people but there's something about the players this team has that motivates me."
The Colombian attacking midfielder passed a medical in Shanghai on Saturday, before inking the contract reportedly worth €7.15 million.
Earlier this week, Shenhua signed Champions League winner Didier Drogba on a lucrative deal, joining former Chelsea team-mate Nicolas Anelka at the club.
