The striker has been left out of the team over the last few weeks and no-one has understood why as the young Italian striker has not suffered any injury.
Balotelli's constant omission has baffled everyone including the striker who has become disappointed at not being able to get a look in.
Mourinho has now revealed why he has not been picking the hit-man and he suggests his striker has been lazy.
"If he (Balotelli) trained at just 50 percent then he would be one of the best in the world," Mourinho told Leggo.
"However, he doesn't even train at 25 percent. Nevertheless he will be staying here at Inter."
The striker was not even in the squad for the game against Napoli on Sunday. The Nerazzurri won 2-1 to stretch their lead at the top of Serie A to six points.
A lack of first team football could hamper Balotelli's chances with the national side. Reports in Italy suggest he may leave despite Mourinho insisting his man will stay.
