The NFF are understood to have proposed the law to initially be implemented in youth matches.
"It’s a good rule that will lead to more even matches," Berg told reporters. 'It’s no fun to lose 17-0. It’s no fun to win 17-0 either."
The 43-year-old, who has been linked with the vacant managerial post at Ewood Park, has not been in employment since departing Lillestrom in October 2011.
However, Aalesund coach, Kjetil Rekdal is unsupportive of the idea.
He told the Norwegian newspaper Verdens Gang: "It can be positive to get more [people] active, but it can be negative if you destroy or punish those who are better."
