The reigning Bundesliga champions lost Shinji Kagawa to Manchester United, but brought in Marco Reus, Leonardo Bittencourt, Julian Schieber and Oliver Kirch to strengthen their squad, while Mario Gotze will be at full strength again after a lengthy injury absence last term.
"Shinji's departure is a loss, that's obvious. But we've brought in insane quality. Marco Reus is a great player. Let's see what the coach is planning in attack," Bender was quoted as saying on the club's official website.
"And we've got another 'new one'. Mario Gotze. He has not really played since December, he was injured for a huge amount of time.
"Marco Reus and Mario Gotze as new additions. Sounds pretty good, right? I imagine that some of the Bundesliga envy us."
The midfielder then went on to discuss the club's ambition - to achieve qualification for the Champions League again in 2012-13.
"It's okay to say [that we want to be in the Champions League]. We have won two consecutive league titles. Of course we want to be in the Champions League," he concluded.
