The midfielder has has been awarded a four-year contract with BVB after impressing the club's sporting director with a dedicated and sparkling youth career.
Bender picked up a German B-Youth title in 2006 before moving on to make 65 appearances for TSV in the seasons that followed.
"We're delighted to have brought Sven Bender on board. He's a player with a lot of potential," BVB sporting director Michael Zorc commented on the official Bundesliga site.
Sven joined his twin brother Lars in winning the 2008 U-19 European Championship with their national side.
Meanwhile, Serbian defender Antonio Rukavina will stay at TSV on a three-year contract after being sent to the Munich-based side for a loan-spell last season.
"We'd like to wish Toni great success and all the best for the future," Zorc said after the deal had been finalised.
