The former West Germany international hit out at the Bavarian club's trainer after they were beaten by Wolfsburg and Barcelona because he felt the team lacked motivation.
Despite the weekend win over Eintracht Frankfurt, Netzer was unimpressed with Klinsmann and accused him of being arrogant, over-rated and having failed to live up to expectations.
"He want to change things, to be a guru in physical form and to be a motivator," he told Bild am Sonntag.
"But he has done none of these things."
Klinsmann has not felt the pressure from the board or the media that have hinted he could go in the summer and has instead stated that he would like to stay at Bayern.
"The things he does are not good enough and yet he still says that he could stay with Bayern for three or four years or even longer," Netzer continued.
"He has lost all sense of reality."
