Vilanova, the current assistant, is set to take the reins at the Catalan club next season when Pep Guardiola steps down after four years in charge of the Blaugrana.
When the 42-year-old Vilanova's promotion becomes official, Barcelona will be in need of a new of a new assistant, and are set to turn to Lobero, who worked for Barcelona's youth academy for eight years between 1999 and 2007.
The 34-year-old also crossed paths with Vilanova when the latter was the technical director at Terrassa at the beginning of his coaching career.
Barcelona have not yet confirm or deny the reports.
Vilanova's reign in charge of Barcelona will officially begin on July 1 after Guardiola's contract ends.
Ceuta are currently 12th in Group 4 of the third tier of Spanish football, having accumulated 49 points from their 37 games with season, with one more match to play.
