Thomas Schaaf's side are understood to be looking to strengthen their defence after booking their place in this season's UEFA Champions League with a win over Sampdoria in the playoffs and are hopeful that the lure of top flight European football may tempt the talented young stopper.
The highly-rated left back has graduated through the ranks at the Navarran club and has impressed since making his breakthrough to the first team in 2006. Last year he made his debut with the Spanish national side and has been identified as a natural successor to current left back Joan Capdevila.
Monreal still has two years to run on his current deal at the Reyno de Navarra and Osasuna officials have apparently told Werder that the will have to match his €12 million buyout clause if they are to sign the 24-year-old.
