The Scottish giants are hoping to tempt the Venezuelan playmaker to bolster their campaign to regain the Scottish Premier League title next term.
Borussia Moenchengladbach and Trabzonspor are also said to be interested in Arango, who has expressed a desire to discover a new challenge after five seasons with Mallorca.
New Celtic boss Tony Mowbray gave the green light for the move to be made for the 29-year-old and Mallorca are expected to let the clubs talk to him for bids of around €4 million, according to Setanta Sports.
Arango has been linked to several clubs including Tottenham Hotspur and Liverpool during his time with Mallorca but a move has never materialised.
In recent weeks he has been quoted as saying that he would like Villarreal to follow up on their reported interest only for the club's new boss, Ernesto Valverde, to deny wanting him.
