The Argentine moved to the DW Stadium from Estudiantes in 2010, with the Latics paying in the region of €7.6 million for his services.
However, the 27-year-old has netted five goals in 24 appearances since his move to Roberto Martinez's side and has yet to find the target in the Premier League.
“It’s a good operation and it is practically done,” Palermo director Pietro Lo Monaco told Mediagol.
“We’re in the final stages of negotiations and he could even arrive tomorrow. He’ll join on loan, with the option to be signed outright.”
Boselli spent time on loan with Serie A club Genoa in 2001, scoring twice in seven games for the Rossoblu.
