The Morocco international, 28, joined the Gunners from Bordeaux in 2010, but he has been pushed down the pecking order, scoring just once in 19 competitive appearances last season.
He is expected to move on at some stage before August 31, and the Inonu outfit are the latest club to be credited with an interest in ending Chamakh's stint in north London.
With Filip Holosko's anticipated departure, coupled with the likes of Hugo Almeida and Mustafa Pektemek failing to convince coach Samet Aybaba of their abilities in leading the line, Besiktas have been forced to dip into the market for a striker.
However, a potential stumbling block appears to be the Turkish club's insistence on securing Chamakh on loan, while Arsenal are holding out for a permanent transfer that would see them pocket a fee in the region of €5 million.
