The 27-year-old has signed a three-year contract with the Russian side following the expiry of his contract with the Eindhoven giants - where he had played since the age of 11.
He spent the 2011-12 season on loan at Feyenoord, but failed to convince the Rotterdam-based club to buy him outright at the end of the campaign, despite making 29 Eredivisie appearances.
"After speaking to Dynamo Moscow for the first time, I was already convinced that this was a serious club," Bakkal told Dynamo's official website.
"What I saw completely fulfilled my expectations. This club is ambitious and has big targets, and I think I have made an excellent choice.
"I am glad to be part of this club."
Bakkal, who is also of Moroccan origin, has one international cap for Netherlands after featuring as a substitute in the Oranje's goalless draw with Paraguay in 2009.
