The Nerazzurri have long been linked with the 19-year-old midfielder and allegedly attempted to lure him to the Giuseppe Meazza this winter.
However, Sao Paulo wanted to hold onto their prized asset and opted to turn down Inter's bid for the Brazil international.
"[Inter director Marco] Branca made a €25 million offer in January. However, president Juvencio Juvenal decided not to sell him," Ribeiro was quoted as saying by La Gazzetta dello Sport.
"The boy has received a lot of offers to leave the club, but he is not thinking about a transfer now as he loves Sao Paulo."
Lucas has a contract with his current club until December 2015.
