The 32-year-old defender ends his association with the Reds, after 49 appearances and three goals, to move to the Bundesliga and link up with Felix Magath at the Volkswagen Arena
Kyrgiakos, 32, penned a two-year contract with the Lower Saxony side, who this year have not been as consistent in defence as coach Felix Magath had hoped.
"As our central defence has not been stable, it was necessary to do something about it. Kyrgiakos is a player who will strengthen us immediately and can help," the trainer told Wolfsburg's official website.
"He is experienced, knows the Bundesliga and the rhythm and does not need time to adapt."
The Greece international previously played in Germany between 2006 and 2008 while at Eintracht Frankfurt. He joins on a free transfer.
Cale, 26, signed a three-year deal after terminating his contract with Trabzonspor.
"VFL are a very good club. I am impressed with their structure and organisation. For me it is a special opportunity to play here, I'm proud of it. Felix Magath is a really great coach, and I wanted to work with him," he said.
At Wolfsburg, Cale will wear the number 26 shirt; Cale, the 16.
