Sampdoria defender Reto Ziegler has agreed to join Lazio over Milan, but the clubs have yet to reach a deal.
Il Corriere dello Sport claims Ziegler rejected Milan because they were unable to guarantee him regular action.
The news coincides with Adriano Galliani's revelations on Friday when he said "no deal for Ziegler or Domenico Criscito."
Ziegler has already held talks with the Roman club and spoke with Edy Reja who explained his plans.
Feelings are the 25-year-old Swiss international will either join by the end of the January transfer window or in June.
A deal hinges on Lazio's position in satisfying Sampdoria's €3.5million fee demands. Claudio Lotito is prepared to offer cash and a player to stitch the move together.
Lazio have already offered the player a €1.2m per annum wage package which has been agreed to. What remains key is Sampdoria's will do close business with the Romans.
On Friday Lotito gestured his club were keen on Ziegler when he lauded him with praise.
