Nerazzurri sporting director Marco Branca reportedly offered the Gunners €35 million plus the full rights to Ghana international Sulley Muntari.
But Wenger would not be pushed into bowing to pressure from the Milanese giants and he refused.
This coming just hours after Rafael Benitez spoke publicly about his desire to bring a top star to the club with the emphasis on a midfielder after he witnessed Javier Mascherano head to Barcelona.
And with Wenger resisting offers from all over Europe for the Spanish ace, Inter have now turned their attention to Fiorentina's Riccardo Montolivo.
The Italian is valued between €15m and €20m, but the Viola have already said they have no plans to sell their star players, leaving Benitez with few options and even less time to land a player a day before the shutters come down on the transfer window.
