Apparently, Rovers manager Sam Allardyce has been an admirer of the 26-year-old for some time now and tried to sign him while he was in charge at Bolton Wanderers, but was unable to meet his asking price.
However, following the sale of Roque Santa Cruz to Manchester City for €21 million (£18m), it is thought that the Lancashire-based club will back Allardyce with the €18m (£15.4m) needed to land the 6ft 4in striker.
As yet though, the Encarnados are yet to receive any enquiries regarding the 24-time capped Paraguay international.
"Formally we have not received any propositions but the club is open to study the subject," a source from within Benfica is quoted as saying.
It is claimed that despite the former Club Nacional and Newell's Old Boys star scoring 17 goals in 26 games last season, the Portuguese giants are willing to cash-in on him as a result of their financial problems.
