The 45-year-old left Juventus this summer after three successful years in charge at Turin, winning Serie A in each of his seasons with the club.
The Azzurri were eliminated from the group stage for the second World Cup running this summer but Zoff believes Conte can bring back glory.
"I had him as a player and even then you could see his capabilities," he told reporters.
"He won three league titles in great style in Italy and I think the decision is very apt. The role of the national team coach is not that different to that of a club coach.
"I don't know what he can bring that is new, the squad of players is quite restrictive, but I think he is capable of producing a competitive Italy soon."
Italy have been drawn alongside Croatia, Norway, Bulgaria, Azerbaijan and Malta in qualification for the 2016 European Championship.
