The Giuseppe Meazza side were challenging for the Scudetto in the early stages of the 2012-13 campaign, but have dropped to eighth spot in Serie A after the winter break as important players such as Diego Milito, Rodrigo Palacio, Antonio Cassano and Javier Zanetti sustained injuries.
"Obviously there's not just one reason to explain everything that's happened," Rocchi was quoted as saying on the club's official website.
"I don't want to keep harking on about it, but the fact is we've missed a lot of important players, especially the starters... I'd have liked to have seen how the other sides would have managed.
"It's not only the injuries, or bad luck. If we're honest, we need to improve and I'm sure president [Massimo] Moratti will build a competitive side."
Inter will be looking to return to winning ways on Sunday when they travel to Genoa.
