The flamboyant Rossoneri boss has admitted that the Uruguay international has a lot to offer, but he still has a preference for the youngster
The Uruguayan impressed at the weekend with a hat-trick against Roma and has already netted 25 goals in all competitions for the Partenopei this season.
Nevertheless, even though Berlusconi is full of respect for the Uruguay international, he would still pick the 20-year-old El Shaarawy instead, thanks to his Rossoneri performances this term.
"Cavani is a great player and he can take Napoli to new heights," he told Radio RTL.
"I'm very attached to El Shaaray, though, so I would pick him instead if I had to choose."
El Shaarawy has netted 14 goals in 19 Serie A appearances this season.
