The Argentine midfielder joined the Nerazzurri last summer on a season-long loan with a view to a permanent deal after falling out with former Lazio coach Edy Reja.
He saw Inter finish in sixth place in Serie A, while having to settle for a place on the bench for most of the season despite playing under three different coaches, and he admitted that he had expected to enjoy a better spell at San Siro.
"I thought that things would be better at Inter, that I would be able fighting for the Scudetto or for the Champions League," Zarate told Radio Velez.
"Instead, I arrived in one of the worst years of the club and we could not do more. Everything went wrong."
Zarate is now set to return to Lazio, but he still does not know whether there is a room for him in the Biancocelesti squad under new coach Vladimir Petkovic.
"Honestly, the only thing I want is to have a calm season," he continued. "A year with a lot of goals and motivation.
"I think that a season like this will be enough to earn a place in the national team and to change my career.
"I hope that I will have a great season, whether it is at Lazio, Inter or another club. I am ready for the best season of my career."
