The Ghanaian midfielder saw a header picked out from nearly a yard past the goalline by Gianluigi Buffon, with the assistant referee seemingly in a perfect position to adjudge the play.
"I am gutted about what happened against Juventus, I cannot believe the linesman did not see it," Thiago Silva told Sky Sport Italia.
"I saw it from midfield and he [the referee] was in a position where he could see everything.
"I am in favour of TV replays or having referees behind the goal, it should be like this in important matches."
The Brazilian defender refused to put the blame for the incident on Juventus goalkeeper Buffon, stating: "I would have done the same thing if I were him."
AC Milan remain one point clear of Juventus, who have a match in hand, and visit Palermo in a tricky fixture on March 3.
