The 24-year-old winger is currently on international duty as the Netherlands prepare for their Euro 2012 qualifier against Finland on Tuesday.
Elia joined Juventus on transfer deadline day last week in a €9 million move, four-year deal, from German outfit Hamburg.
And Van Basten, who knows Italian football well following a glittering career at San Siro, believes the Dutchman will offer plenty of options for coach Antonio Conte.
"Elia is a fast player and very good at dribbling," Van Basten is quoted as saying on La Repubblica.
"He is great in one-on-one situations and he usually beats his markers.
"Elia can make a difference, but he must be given the freedom to invent the play."
Juventus paid an initial €9m for Elia, but this figure could rise to €10m depending on performance-related variables.
