Inter chief Marco Tronchetti Provera claims curbing spending comes before Kaka.
Provera has distanced himself from reports claiming Inter would sign the former Milan man in January.
The club have treated speculation at arm's length, with president Massimo Moratti claiming it was not Inter's idea to land the Brazilian. And Provera has kept in line with club policies to clamp down on spending, meaning Kaka to Inter is facing the sharp end of cuts.
"Those who love great football have Kaka in their hearts without a doubt," Provera told Il Corriere dello Sport.
"But, in every way, there are economical balances that we need to respect."
Inter are sticking with their aims to keep spending down, despite being criticised for not landing any stars during the summer transfer window.
