Giovanni Bia says the dynamics of the squad have changed since coach Walter Mazzarri's arrival last season and is viewed as surplus to requirements.
"Negotiations exist with Sevilla, and are at an advanced stage," Bia told SportItalia. "We are working towards a solution that satisfies all parties.
"I hope that the discussions are successful. It will not be seen as him failing at Napoli should Luca move away.
"Instead, it will be about what the coach wants in his players, and the roles he needs to fulfil. These diverse characteristics means we must look out for other options.
"The player must also think about his value to the club," Bia added.
Cigarini joined the Partenopei from Atalanta for €11 million, but has not lived up to expectations.
